The Third China Fair for International Investment and Trade (CFIIT) is to be held from September 8th to 12th 1999 in Xiamen Special Economic Zone of Fujian. Based on the successful experiences of the previous two fairs, this one will make a breakthrough in its function establishment, form of investment promotion, projects launching and services, in accordance with national industrial policy and general plan of economic development, while striving to turn itself into a high-level, large-scale and fruitful event.

The fair continuously aims at investment promotion, with stress on the following aspects: content setup as a national one; investment as the mainstay; the locomotive effect played by the coastal areas in attracting overseas investment and enhancing utilization of foreign capital in mid and western areas of China; trade and economic cooperation with Taiwan and investment in the projects of science and technology to upgrade national quality and level in foreign capital utilization. To highlight investment promotion and spread its international effect, the fair will give priority to the following aspects:

First, focusing on investment and business discussion. In project-launching preparation, attention will be given to projects selection and their feasibility studies , so that a number of projects in line with industrial policy of the country with local features will be selected, particularly the hi-tech projects, the national key projects and the supporting projects for the industries of telecommunication, automobiles, power facilities, petrochemical and building materials. In the project information release, modern means will be applied to improving Internet pages, updating project data, literature and list. The projects will be launched home and abroad through different channels.

Second, organizing high-profile seminars and holding information release to further spread out the fair's effect.It will invite state leaders, Secretary General of OECD, senior government officials of foreign countries, leaders of international organizations, presidents or CEO of transnational companies and authoritative economists to make speeches at the symposium of " Transnational Investment Cooperation Heading towards 21st Century" .While launching major projects for investment promotion, activities will be conducted to hold seminars for cooperation in the areas of mobile telecom , building material and power facility accessaries, and to hold information release on auto and other industries (For details, please refer to Page 13) . From these, as well as seminars held with ARTHUR ANDESEN Co. ,businessmen , domestic and overseas, will get the most reliable information for investment.

Third, inviting transnational companies and small and medium-sized enterprises from Europe and north America to the fair in a proactive manner. Various seminars of the key economic segments will be held to increase understandings and exchanges between transnational companies and Chinese enterprises and facilitate localization of spaceports and sino-foreign cooperation in those key fields. In addition, on the first floor of the exhibition center, a special hall is designated for the exhibition by transnational companies, foreign economic institutions and intermediary agencies which have invested in China, in a bid to further increase the exchanges between Chinese partners and transnational companies, to broaden the horizon and to augment business opportunities.

Fourth, stepping up efforts to encourage investment in science and technology. To meet the need of industrialization of new and high technology, promotion of investment in the projects of science and technology is one of the priorities of the fair and the exhibition. Hall of Science and Technology is set up accordingly. Meanwhile, small-scaled seminars and press conference of hi-tech projects will also be held during the fair.

Fifth, bringing into full play the leadership of coastal areas in attracting overseas investment to accelerate the utilization of foreign capital in middle and western areas of China. The foreign-funded enterprises in eastern area are encouraged to participate in the fair this year to explore investment opportunities in the mid and western China.
