Electricity

For new supply of power or additional supply of power, the consumer shall apply to Electricity Bureau. The followings are the managing departments of the bureau and their jurisdiction.

For Xiamen Island (exclude Huli Industrial Zone), power supply is managed by the Power Supply Department, which is in charge of Jiangtou Power Supply Substation (Tel: 5059955, 5059956), Gulangyu Power Supply Substation (Tel:2063693); Urban Power Supply Substation (Tel:2118250).

For Huli Industrial Zone, power supply is managed by Huli Power Supply Company.

For Xinglin and Jimei Districts, power supply is managed by Xinglin Power Supply Company (Tel: 6079232) . It also is in charge of Jimei Power Supply Substation ( Tel: 6068663) .

For Haicang area, power supply is managed by Haicang Power Supply Company (Tel: 6081230)

For Tongan area, power supply is managed by Tongan County Electricity Company (Tel:7022505).

The electricity consumer shall contact the power supply bureau about the possibility of power supply during the stage of locating a new projects.

a. Once the location of the project is chosen, the consumer shall provide the following documents to the power supply authority: application paper, document of approval by relevant authority, business license, list of equipments, red line print of land use, and layout of the project as well as plan of power consumption, capacity of electricity facilities, type of electricity to be use, load of electricity, and volume of power consumption.

b. After the receipt of the application, the Power Supply Bureau will give a reply within 30 days in general on electricity supply scheme and related issues. After the completion of the construction of electricity facilities of the project, the acceptance of the electric facilities by the Bureau after checking, and condition for power supply is ready. electricity will be supplied and electric meter be installed usually within 10 days.

c. Power Supply and Distribution Charges

According to the regulation on power supply charges issued by national power supply authority and price control authority, the consumer who need new supply or additional sup- ply of power shall pay allowance to Power Supply Bureau and be responsible for the cost of construction arising therefrom.

d. Deposit for Electricity Meter and Charge and Collection of Electricity Charges.

According to the regulation on the management of provincial power network and with the approval of price control authority, the measure of deposit for electricity meter and charge is taken within Xiamen power network. The electricity charges are collected according to the regulations of above relevant authorities.

Communications

Telephone

An application should be submitted to the Xiamen Municipal Post and Telecommunications Office when installation of a telephone set is intended. An amount of RMB 4,500 is to be collected as initial charges if the user is an institution or an enterprise.

Rent rate per month: RMB 110.40 for a trunk line, RMB 11.04 for programme-controlled telephone (Type A), RMB 27.6 (Type B).

Charges by the call: RMB 0.10 per call within Xiamen Proper.

For domestic cities and towns, charges vary with different distances.

CHARGES FOR IDD:

Charges from applicants for IDD telephone functions are to be collected in accordance with relevant regulations stipulated for foreigner users and users from Hong Kong, Macao, and from within the country.

DIGITAL DISPLAY PAGER:

RMB 100 initially; RMB 30 per month (within Xiamen). RMB 50 per month (within Fujian Province).

CELLULAR TELEPHONE:

RMB 200 initially; RMB 6,000 for connecting with the network; RMB 162 as basic monthly rent; RMB 0.60 per minute for call within the service zone.

Domestic and international direct dialling calls are to be charged by the distance or by the country and the time used.

TELEX:

Initial fees for a telex line installation are to be charged at 150% of that for a telephone set.
RMB 30 for installing a telex set; RMB 60 for connecting with the network.
Charges for maintenance of customer-bought telex set: RMB 60 per set per month.
Rent for a telex set: RMB 400 per month.

Water Supply

1. Application for Water Supply

The enterprise shall apply to the water supply section of the Xiamen Water Supply Com- pany, and go through the following formalities:

a. fill out an application form, provide the layout of internal water supply facilities, the project report approval by Xiamen Plannning Commission, red line print by Xiamen Administration of Urban Planning (land use license) and the designs of secondary water supply system.

b. After the receipt of the project estimation notice, the consumer shall prepay the in- stallation charges.

c. According to what kind of purpose the consumer use the water for, the tap water supply company will decide the standard of water charges.

2. Standard of Charges

a. Water for industrial purpose: 0. 70 yuan per ton

Water for residential use: 0.60 yuan per ton
Water for commercial use: 0.80 yuan per ton
For guest houses, hotels, restaurants, hostels, dancing halls, tea houses and recreation places, the water charge is 1.10 yuan per ton.

b.To pay 20 yuan for the survey charge and sign the agreement on water supply project.

c. The design fee will be charged as 1% of the estimated construction cost and no less than 20 yuan.
